The circular economy can stimulate the development of more innovative and competitive new industry models, promote higher economic growth, and create more jobs (What Is Circular Economy and Why Is It Important? | Repsol, 2023).


According to reports, transitioning to a more circular economy can enhance competitiveness, stimulate innovation, promote economic growth, and create employment opportunities. By 2030, the global circular economy scenario is expected to create a net increase of 7-8 million new jobs, with the European Union alone expected to create 700,000 jobs (Circular Innovation Council, n.d., European Parliament, 2023). A study by the Waste and Resources Action Programme and the Green Alliance in the UK predicts that expanding the UK's circular economy could create approximately 517,000 new jobs from 2014 to 2030, covering various skill levels. Similarly, the Club of Rome report states that France could create up to 500,000 additional jobs through energy and material efficiency and the use of renewable energy. By 2030, in Australia, KPMG Economic Research estimates that the circular economy could add approximately 17,000 full-time equivalent jobs by 2048. These findings highlight how adopting a circular economy model can promote economic growth while reducing reliance on resource extraction, addressing employment and innovation issues (Taylor, 2020).


Jinkai realizes that ordinary water trucks on the market, besides posing certain challenges to the environment and resources, may also lead to various social security issues. Therefore, Jinkai actively formed a team to participate in research and development and made important contributions to employment opportunities in the field of circular economy. This includes the Intelligent Identification Safety   System team, the Intelligent Pedestrian Splash Prevention System team, and the Jinkai Smart Cloud Platform team. These teams are composed of highly educated digital technology experts and outstanding management talents and actively engage in university-enterprise cooperation, becoming bases for graduate production in schools. Through these measures, Jinkai provides valuable internship and post-graduation employment opportunities for more outstanding university students, promoting employment growth and talent cultivation.


The Intelligent Identification Safety System team is mainly responsible for addressing potential hazards to surrounding people and vehicles during water truck operations, such as quickly reducing or stopping water flow when stones or large debris are detected at the front end to avoid impact. The system also reduces and prevents traffic accidents and rear-end collisions through vehicle visual warning systems and intelligent control of water flow. The system includes a visual acquisition module installed on the water truck for real-time video capture; a main control board including video processing modules, intelligent algorithm modules, and electronic control modules, with the intelligent algorithm module using the YOLOV3 algorithm; the system can intelligently recognize pedestrians within the water truck operation range, achieve intelligent water truck operation, avoid splashing pedestrians, and quickly detect stones or large debris at the front end to reduce or stop water flow, thereby improving the safety and efficiency of operations.


The Intelligent Pedestrian Splash Prevention System team focuses on developing a visual acquisition module installed on the water truck for real-time video capture of the road surface that needs to be cleaned. Additionally, they have developed a main control board including video processing modules, intelligent algorithm modules, and electronic control modules. The video processing module is responsible for processing captured videos, the intelligent algorithm module uses the YOLOV3 algorithm to identify pedestrian targets in the video and control the opening and closing of the water truck valve based on detection results. Specifically, when there are no pedestrians within the water truck's working range, the water truck valve is in a normally open state, allowing normal cleaning operations. When pedestrians are detected within the working range, the electronic control module judges based on the relative distance between pedestrians and the water truck valve. When the horizontal distance between pedestrians and the water truck valve is less than the safe distance and the vertical distance is less than the safe distance, the electronic control module sends a close signal, causing the water truck valve to close until the distance between pedestrians and the water truck valve reaches a safe distance again, at which point the sprinkler valve will reopen. This intelligent system is designed to prevent pedestrians from being splashed during water truck operations, improving operational safety and efficiency.


The Jinkai Smart Cloud Platform team is committed to utilizing real-time operational data from all water trucks for comprehensive big data analysis, network-wide monitoring, and efficient management of intelligent vehicles. By integrating data from the public service sector, including incidents like building fires and hazardous material leaks, the platform enables swift response and rescue efforts. Known as CP2001-001, this advanced Internet big data cloud platform is widely employed by urban hygiene management units and operating companies for integrated monitoring and analysis of urban road hygiene conditions. Its notable features encompass a microservices architecture for system scalability, robust security measures for data protection, high-concurrency NIO technology for device access, MQTT-based protocol for data integrity, VUE3.0 front-end technology for user interface design, and master-slave data disaster recovery for resilience.


It is evident that Jinkai, through the coordination and collaboration among the Intelligent Identification Safety System team, the Intelligent Pedestrian Splash Prevention System team, and the Jinkai Smart Cloud Platform team, has not only successfully developed a series of solutions to improve the safety and efficiency of water truck operations but also provided more job opportunities for digital technology experts and management talents.
